Allison obtained First Class Honours in her LLB from the University of Hong Kong. After completing her PCLL at the University of Hong Kong, she further obtained an LLM from the University of Cambridge. She joined Denis Chang’s Chambers in 2018 upon completion of her pupillage with Mr Hectar Pun SC, Mr Derek Chan SC, Ms Catherine Wong, Mr Vincent Lung, Mr Earl Deng.
Allison specialises in competition law. In her first year of practice, she represented one of the Respondents in the second enforcement action before the Competition Tribunal of Hong Kong (“CT”): Competition Commission v W Hing Construction Co Ltd & Ors [2019] 3 HKLRD 46; [2020] 3 HKC 565. She (as sole advocate in the evidence stage; led by Hectar Pun SC and with Anson Wong Yu Yat in closing submissions) attended a 17-day trial involving over 30 factual witnesses and 3 expert witnesses.
She was also instructed to represent two of the Respondents in the first ever application for disposal of proceedings by consent before the CT, and successfully persuaded the CT to adopt the Carecraft procedure in proceedings under the Competition Ordinance (Cap. 619): Competition Commission v Kam Kwong Engineering Company Ltd & Ors [2020] 4 HKLRD 61.
Allison has considerable experience in public and administrative law. In Fung Man Chee Maggie & Anor v Hong Kong Institute of Clinical Psychologists Limited HCAL 279/2020, she acted as junior counsel (led by Johannes Chan SC) for the successful Respondent in resisting the judicial review application made on grounds of apparent bias and irrationality. The Applicant challenged the relevant registration requirements which precluded them from applying for direct registration on the Register of Clinical Psychologists under the “Long Term Arrangement”.
She also represented the 24 Legislative Councillor applicants in the landmark judicial review application (led by Gladys Li SC, Johannes Chan SC, together with Earl Deng, Jeffrey Tam and Geoffrey Yeung) challenging the constitutionality of the Emergency Regulations Ordinance (Cap. 241) and the Prohibition of Face Covering Regulation (Cap. 241K) before the Court of First Instance, Court of Appeal, and the Court of Final Appeal: Kwok Wing Hang & Ors v Chief Executive in Council & Anor, (2020) 23 HKCFAR 518 (CFA); [2020] 2 HKLRD 771 (CA); [2020] 1 HKLRD 1 (CFI). She regularly represents non-refoulement claimants in judicial review applications as sole advocate.
Apart from competition law and public law, Allison is frequently instructed for civil, commercial, regulatory and probate matters. She has experience as sole advocate at the Lands Tribunal, District Court and Court of First Instance for trials and interlocutory applications, including urgent injunction, specific discovery and summary judgment. In her criminal law practice, she conducted a 10-day criminal trial at the District Court as sole advocate.
Allison is fluent in English, Cantonese and Mandarin. She can make written and oral submissions in both English and Chinese.

Advised undertakings and directors on matters relating to collective investment schemes, winding up petition brought by the SFC, applications for disqualification orders and compensation orders under Securities and Futures Ordinance (Cap. 571) as well as potential breaches of codes and guidelines issued by the SFC.

Re A and B [2019] 5 HKLRD 366 (led by Mr Hectar Pun SC and with Ms Tara Liao) – represented the commissioning parents to a surrogacy agreement to make an application for a parental order under section 12 of the Parent and Child Ordinance, Cap. 429.
