Hectar Pun SC, Justin Lam and Eunice Lui delivered a CPD seminar on Coins, Compliance, and Clarity: Tackling Hong Kong’s Stablecoin Rules

On 16 October 2025, Hectar Pun SC, Justin Lam and Eunice Lui delivered a CPD seminar on “Coins, Compliance, and Clarity: Tackling Hong Kong’s Stablecoin Rules.” 

The session examined key topics on the Stablecoins Ordinance, Cap 656, including its licensing framework and the function of the Stablecoin Review Tribunal. It also examined the new offences created by the Ordinance and analysed the Ordinance’s implications for private law. 

Members of Denis Chang’s Chambers are frequently instructed to advise and handle in contentious commercial law cases, including those involving novel forms of digital assets.

Hectar’s practice spans many areas including constitutional and administrative law, human rights law, immigration law, criminal law, land law, company law and commercial law. He appears regularly on behalf of applicants in major judicial review proceedings.

Hectar has acted for the Catholic Diocese of Hong Kong, legislative councillors, district councillors, demonstrators, police officers, prisoners, refugees and asylum seekers, tenants of public housing estates, homosexuals, transsexuals, the disabled and the underprivileged, etc.

Justin W.T. Lam

Justin was called to the Bar in 2024 after his completion of pupillage with Mr. Earl Deng, Mr. Thomas WK Wong, Mr. Martin Wong and Mr. Tony Li SC.

Before commencing pupillage, Justin completed his LLM at the London School of Economics and Political Science, focusing on corporate and commercial law.

Justin is fluent in English, Cantonese and Mandarin. He is developing a broad practice and accepts instructions in all areas.

Eunice Lui

Eunice was called to the Bar in 2024 and joined Chambers in the same year. Eunice is developing a broad civil practice, with particular emphasis on land-related matters. Eunice has recently appeared in two compulsory sale cases with Ross, in which one case concerns a building in Wong Nai Chung Road, and the other case being Tai Chung Property Ltd v Chen Lan Sum Irene (LDCS 4000/2023) [2025] HKLdT 40, which involves a building erected under the old Civil Servants’ Cooperative Building Society Scheme. Eunice accepts instructions in all areas of Chambers’ work.
