Carter Chim Appointed as Co-Chairman of the HKBA Committee on Competition Law
Denis Chang’s Chambers is delighted to announce that our member, Mr. Carter Chim, has been appointed as Co-Chairman of the Hong Kong Bar Association’s Committee on Competition Law for the year 2026-2027. Carter will be serving in this leadership capacity alongside Ms. Catrina Lam SC.
This prestigious appointment, which aligns with the tenth anniversary of the full implementation of the Competition Ordinance, marks a landmark moment for our jurisdiction. As the Hong Kong Competition Commission’s enforcement strategies mature, particularly concerning digital markets and abuses of substantial market power, such leadership at the Bar would more deeply engage with these frontier issues, and is undoubtedly an invaluable asset to the legal sector.
During his tenure, Carter intends to focus the Committee’s dialogue on emerging regulatory challenges, particularly the intersection of artificial intelligence and antitrust law.
Furthermore, Carter’s unique dual-practice – in both Denis Chang’s Chambers in Hong Kong and Matrix Chambers in London – would certainly equip him with the ability to seamlessly bridge the gap between UK/EU jurisprudence and the local market. For Hong Kong solicitors navigating an increasingly sophisticated regulatory environment, Carter’s ability to inject global insights into local litigation and compliance advisory work provides a distinct tactical advantage.

Carter has been recognised by The Legal 500 (Legalease) as a Leading Junior (Tier 1) in Competition Law for six consecutive years (i.e. 2021 to 2026).
Carter has acted in a number of landmark constitutional and administrative law cases before the Hong Kong Court of Final Appeal, including Secretary for Justice v Leung Kwok Hung [2021] HKCFA 32 (concerning the scope of parliamentary privilege enjoyed by a member of the Legislative Council in the course of proceedings).
General civil matters form a core part of Carter’s practice. Matters which he is regularly instructed to handle include winding up petitions (for the successful petitioner in Re Yuan Tong Global Financial Group Ltd [2021] HKCFI 1534), water leakage cases, property disputes, discrimination cases, and more.
