DCC members contribute to the latest editions of the Annotated Legislation on Westlaw Hong Kong

Denis Chang’s Chambers is pleased to have contributed to the Annotated Legislation of Hong Kong on Westlaw Hong Kong, with annotations by Simon Wong, Angela Mui, Andrew Lau, and Sabina SuiTheir contributions cover the following ordinances: 

Simon Wong & Sabina Sui 

• Labour Tribunal Ordinance (Cap. 25): 
Covers the procedures and jurisdiction of the Labour Tribunal, as well as guidance from recent cases.  

• Protection of Wages on Insolvency Ordinance (Cap. 380): 
Details the statutory protection for employees’ wages, with recent changes to ex gratia payments from the Protection of Wages on Insolvency Fund and further support mechanisms for employees impacted by employer insolvency.  

• Occupational Safety and Health Ordinance (Cap. 509): 
Provides commentary on the safety and health obligations for workplaces in Hong Kong, including enforcement measures, penalty increases, and updates in prosecution deadline.  

• Minimum Wage Ordinance (Cap. 608): 
Discusses minimum wage protection in Hong Kong, including the recent updates in wage rates and the calculation of wage period.

Angela Mui

• Occupiers Liability Ordinance (Cap. 314): 
Explains the liability of occupiers for injuries occurring on their premises, highlighting judicial decisions that clarify the scope and application of occupiers’ duty of care.

Andrew Lau 

• Consumer Council Ordinance (Cap. 216): 
Provides coverage on the regulatory framework and powers of the Consumer Council, as well as guidance from recent cases on consumer protection issues.  

• Apology Ordinance (Cap. 631): 
Analyses the application of the Apology Ordinance, focusing on the legal implications of apologies in dispute resolution and related developments in case law.

Simon is qualified to practise law both in Hong Kong and California USA. He specializes in commercial dispute resolution and personal injury litigation. In his commercial litigation practice, he has been instructed in company matters, shareholders’ disputes, banking disputes, insolvency matter and contract claims. Simon has extensive personal injury experience. He has been instructed in more than 600 personal injury and medical negligence cases and has significant experience representing both claimants and defendants.

Angela Mui

Angela’s civil practice encompasses matters such as defamation, commercial, probate, family trust, personal injuries, land and conveyancing, securities and finance, employment disputes, professional disciplinary actions and judicial review.

In the area of defamation, she has advised authors of the publisher, Penguin Books, on potential issues of defamation; she has also appeared before the Court of Appeal and the Court of Final Appeal in Chang Wa Shan v Esther Chan Pui Kwan (2018) 21 HKCFAR 370, which is also reported in the UK Entertainment and Media Law Reports [2019] EMLR 10.

She represented a securities broker in Re Grand Cartel Securities Company Limited (HCMP 783/2021) [2022] HKCFI 743 in successfully obtaining the Court’s permission to pay unclaimed client assets into Court under sections 56 and 62 of the Trustee Ordinance (Cap. 29) and Order 92 of the Rules of the High Court (Cap. 4A) (with Jeffrey Tam).

Angela is an appointed member of the Film Censorship Board’s Panel of Advisers since 2022. She was also an appointed member of the Social Workers Registration Board’s Disciplinary Committee Panel from 2023 to 2025.

Andrew Lau
